Janet Neeley, JD
Janet (“Jan”) Neeley is a Deputy Attorney General with the California Attorney General’s office, where she has been in the Criminal Division, Appeals, Writs and Trial section since 1988. She has been the legal advisor to the Department of Justice Sex Offender Registry for over 25 years. In 1996 she co-authored California’s Megan’s Law. She also drafted and has testified on numerous bills dealing with sex offender registration, community notification, and risk assessment. She chairs the California SARATSO Committee, which selects the sex offender risk assessment instruments for California, and represents the Attorney General on the California Sex Offender Management Board. Since 1996 she has trained law enforcement, prosecutors, probation and parole officers, sex offender treatment providers and judges about the Containment Model, sex offender registration, notification and risk assessment in California. Her current projects are providing training about adjudicating campus sexual assaults for campus administrators and adjudicators, and providing resources to prosecutors on non-stranger sexual assault. Richard Beyer, Ph.D., Livier Martinez, LCSW, Becky Perelli, RN, MS, APRN
Richard Beyer is the counseling psychologist and coordinator of psychological services at Pasadena City College. He received his Ph.D. in Leadership and Human Behavior from United States International University in 1977. Since then he has worked with people with emotional disturbances. Dr. Beyer has presented at local, national, and international conferences on topics related to human behavior.
Livier Martinez, Licensed Clinical Social Worker, has served as Mental Health Clinician at Mt. San Antonio College since March 2007. She graduated from University of Southern California with a Master of Social Work degree in 1999. Ms. Martinez served as program coordinator, from 2011-2014 for a federally-funded suicide prevention grant overseen by Substance Abuse and Mental Health Services Administration. Ms. Martinez has been a QPR Certified Gatekeeper instructor since 2008. She sits on the campus BIT and Veterans Task Force.
